The 21st Century Community Learning Centers Program (CCLC) is a U.S. Department of Education program, administered through the states, providing grants to schools, youth development agencies, community and faith-based organizations, to provide high quality, expanded learning opportunities outside of regular school hours for children in a safe and sound educational environment. The program is authorized under Title IV, Part B, of the No Child Left Behind Act of 2001.

The main purposes of this program are to:

• Provide opportunities for academic enrichment to help students at risk meet Federal, State and local student performance standards in core academic subjects such as reading and mathematics;
• Offer students a broad array of additional services, programs and activities, that are designed to reinforce and complement the regular academic program of participating students;
• Offer families of students served by 21st CCLC opportunities for literacy and related educational development.

The 21st CCLC program is an essential part of the No Child Left Behind Act of 2001. Many communities across the Commonwealth are working together with new energy and inspiration to create a more positive future for their children and youth. Their focus is on constructive learning activities during non-school hours. With caring adult guidance, programs will help to reduce achievement gaps and improve student performance.
